세계 최고 수준의 초고속인터넷서비스를 제공하는 한국의 IP interconnection 규제 제도, 지난 3년 간 이어지고 있는 소송, 최근 국회를 중심으로 논의되고 있는 망 이용대가 법안 등으로 인해 해외로부터 관심을 받고 있지만 해외 주요 보고서에서 소개하고 있는 한국 사례 관련 내용은 부족한 측면이 있다.
이 보고서는 해외 주요 전문가들과 정책결정자, 언론 등 다수의 이해관계자들에게 한국의 IP interconnection 전반에 대해 소개하고 있다.
이를 통해 한국과 동일한 정책적 고민을 해오고 있는 국가들이 IP interconnection을 둘러싼 제도, 정책, 시장 더 나아가 용어에 이르기까지 서로에 대한 충분한 이해를 바탕으로 연구와 논의를 이루어 가기를 기대한다.

Overseas ICT experts are paying attention to the IP interconnection system of South Korea and the lawsuit between Netflix and SK Broadband (hereafter SKB).
Regulations on Korea's IP interconnection -- known to provide the world's best wired and wireless broadband internet access service --- as well as the lawsuit that has been going on for the past three years and bills about network usage fees that are being discussed in the National Assembly are attracting attention from overseas, but there are not enough Korean cases introduced and addressed in major overseas reports. Accordingly, we intend to introduce the comprehensive situation of Korea's IP interconnection to interested parties including stakeholders, leading overseas experts, policy makers, and the media.
We hope that this report will catalyze further studies and discussions for countries that are facing similar policy concerns as Korea, based on a sufficient understanding of each party with regard to the IP interconnection-related system, policy, market, and terminology.
